One of America's Largest Democratic States Lags in Census Return

Judging by some of the talk about how "teabaggers" aren't returning their Census forms, isn't it ironic how one of the most Democratic states in the nation is lagging well behind the national average?
"Right now when our state budget is precarious to say the least, and we're running out of funding all over the place, we can't afford to waste a dime of federal money that's coming in here," said the governor.

According to the U.S. Census Bureau only 46 percent of the state has mailed back census forms.

The national average is 52 percent.
Contrary to the popular wisdom, some of the more rural counties in New York are ahead of the average.

As of Wednesday, only 32% of New York City residents had filled it out.

Why are these Democrats so afraid to do their constitutional duty?
