The town administrator in Shirley is accused of secretly hiding a small camera in a women's bathroom at Town Hall, breaking into his secretary's home to take pictures of her bras and taking photos of "unsuspecting nude" women.
Prosecutors outlined the bizarre case against Town Administrator Kyle Keady, 46, after his arrest Monday, when he was charged with two counts of illegally recording, four counts of possessing an illegal recording device and one count of attempting to commit a crime.
Police said Keady placed a camera in a vent over a stall in the women's bathroom and had been recording videos of women for the past nine months.
"The battery life was about an hour and he would go in and replace the battery," Assistant District Attorney John Verner said.
Thousands of pornographic photos were also found during a search of Keady's home, according to prosecutors. The search also turned up pens with cameras concealed inside and dozens of data storage devices.
"This defendant has lived a life of deception and deceit," Verner said.

Prosecutors said Keady used various pen-cameras, allegedly hiding one directly above a bathroom stall in the women's bathroom in Town Hall.
"We allege that this defendant went to extraordinary extents to commit troubling violations of privacy against his fellow employees by illegally videotaping and photographing them without their knowledge or consent," Middlesex District Attorney Gerry Leone said. "These charges include illegally created and clandestine recordings and photographs that include illegally secretly recording his female co-workers in the sanctum of a bathroom, amounting to extremely disturbing violations of his position of authority as town administrator."
Keady pleaded not guilty and was ordered held on $2,500 bail. His lawyer could not immediately be reached for comment.
News of the charges quickly rippled through town, and selectmen scheduled a Thursday meeting in private session to discuss the charges.
"Quite honestly, I don't view this type of behavior any different than child molestation," said selectman Armand Deveau, who said he was appalled by the allegations. "When you invade someone's privacy on that intimate a level, it can't be described as anything but molestation."
