Libyan leader Col Muammar Gaddafi says the EU should pay Libya at least 5bn euros (£4bn; $6.3bn) a year to stop illegal African immigration and avoid a "black Europe".
Speaking on a visit to Italy, Col Gaddafi said Europe "could turn into Africa" as "there are millions of Africans who want to come in".
Italy has drawn criticism for handing over to Libya migrants it intercepts at sea, without screening them first.
Far fewer now reach Italy from Libya.
European Commission figures show that in 2009 the number of people caught trying to enter Italy illegally fell to 7,300, from 32,052 in 2008. The data was collected under the EU's Eurodac fingerprinting system.

Colonel Muammar Gaddafi of Libya has flummoxed presidential protocol service with a request that a Bedouin tent be erected in central Paris where he can entertain guests during a visit to France next month.
Libyan officials have told their French counterparts that he wants the tent put up in the grounds of the Hôtel Marigny, the 19th-century Parisian state residence used to house important foreign visitors.
The protocol service is unsure how to respond, since it is unwilling to displease the volatile ruler but unsure about setting a precedent that could lead to similar demands from other heads of state. “Nothing’s been settled yet,” said a source at President Sarkozy’s Élysée Palace.
Le Point, the French magazine, said that advisers to the 65-year-old Libyan leader had told Paris he wanted a tent because he suffered from a phobia brought on by being confined indoors.
The Élysée Palace source said that Colonel Gaddafi “made this demand to receive his guests under his tent as is his custom and not to sleep in it.” Colonel Gaddafi, who has ruled the North African country for 38 years, greets visitors in a Bedouin tent in Libya and requested a similar installation when he travelled to Brussels for talks with the Belgian Government in 2004.
A black, Saharan-style tent was erected for him in lush parkland by a lake in the grounds of the Val Duchesse château in the suburbs of the Belgian capital.

Libyan leader Muammar Gaddafi said on Wednesday his plan for a United States of Africa should include creating a two million strong army to staunch recurrent conflicts which have ravaged many of the continent's nations.Maybe this crew will be part of the Amazon Battalion.
Gaddafi was addressing hundreds of youths in Ivory Coast's economic capital Abidjan, the final leg of a tour of several West African states before he attends an African Union summit beginning on July 1 in neighbouring Ghana's capital Accra.
"One sole African government, one sole African army to defend Africa with a force of two million soldiers. One currency, one passport. Accra must hear this message," he told the gathering which included Ivorian President Laurent Gbagbo.
Flush with cash from an oil boom, the leader of the North African Arab state has won backing from Senegal, Zimbabwe and other countries for a continent-wide government, but diplomatic heavyweights like South Africa and Uganda are opposed.
Africans say integration would give them a stronger voice on the world stage as globalisation advances, but many doubt the continent of about nearly one billion people with vast economic disparities and many tribes and religions can unite.
