President Obama invited former President George W. Bush on a visit to Ground Zero on Thursday but Bush has declined, according to two people familiar with the situation.Obama has had three recent fundraising trips to New York City, including one just last Wednesday. I guess he couldn't find the time during any of those trips to visit Ground Zero.
Obama will travel to the site of the World Trade Center attacks of Sept. 11 in the days following the killing of Osama bin Laden in a U.S. special forces operation in Pakistan. He will meet with families of Sept. 11 victims, according to the Associated Press.

Bush Nixes Appearance at Obama's Crass Ground Zero Victory Lap
Apparently it occurred to Obama that holding a Ground Zero pep rally might not be in good taste. So he tried to get George W. Bush to join in the festivities.

Good for Bush. Obama turned a shooting memorial into a campaign speech...Bush knows better. Besides, he's probably tired from his bike ride with all those wounded warriors.
Pres. Bush, continuing to show what a class act president is.
wise
He has been to NYC more than any other place since his immaculation. Often close in time to 9/11. For example he had lunch with Clinton on 9/14/09. So it's even worse than you said. It's probably over 20 visits. I'm in the process of collecting as many photos as I can. Think of the View, the Letterman Show, date night with MO etc etc.
